The Role of LENTE

1. To monitor the canvassing of tallied votes in cities, municipalities and provinces around the country; and
2. To provide legal services to members of the Network during the election period.

LENTE was able to deploy more than 100 volunteers in most of the cities and municipalities in the country during the last elections. These volunteers underwent Election Laws and Processes Training which equipped them with knowledge on sources of Election Laws, Candidates and Parties, Voting and Counting Process, Canvass process and Post Election issues.
LENTE was also actively involved in the intensive effort to closely monitor hotly contested elections such as the ones in Maguindanao and Lanao del Sur.


August 2008 ARMM elections

LENTE was accredited to assist the Commission on Elections in the performance of its functions and activities, as mandated by the Constitution, as a Citizens’ Arm for the Autonomous Region in Muslim Mindanao on August 11, 2008, specifically in the six (6) provinces of the Autonomous Region in Muslim Mindanao (ARMM) and in the two cities of Marawi and Lamitan, through observation and monitoring of the ARMM elections. Specifically, LENTE was empowered to:

1. Conduct voters’ orientation and education activities and poll watching in each voting precinct, as well as information drive activities on the modern election system adopted by the COMELEC for the ARMM elections;

2. Collect a printed hard copy of the election returns, statements of votes and certificates of canvass by the municipality/city precinct;

3. Collect a printed hard copy of the legislative district/province certificates of canvass for the Assemblyman, Vice-Governor, and Governor supported by their respective statements of votes by municipality/city in each legislative district/province;

4. Collect a printed hard copy of the regional certificates of canvass for the ARMM Governor and Vice-Governor supported by their respective statements of votes by legislative district/province; and

5. Receive, free of charge, the Computerized Voters List (CVLs) for the effective discharge of its duties, functions and responsibilities, particularly on the aspect of voters assistance.

LENTE gathered and trained its lawyer, law student, and paralegal volunteers on Election Laws and Procedures. It deployed more than 100 volunteers in Maguindanao, Marawi, Lanao del Sur, Sulu, Basilan and Tawi-Tawi. It observed and monitored all stages of the ARMM elections (voting, counting, canvassing and reporting of votes), and thereafter reported its observations, conclusions and recommendations for the 2010 elections to the COMELEC.
